Short Story Elements

SETTING -- The time and location in which a story takes place is called the setting. For some stories the setting is very important, while for others it is not. There are several aspects of a story's setting to consider when examining how setting contributes to a story (some, or all, may be present in a story):

a) place - geographical location. Where is the action of the story taking place?

b) time - When is the story taking place? (historical period, time of day, year, etc)

c) weather conditions - Is it rainy, sunny, stormy, etc?

d) social conditions - What is the daily life of the characters like? Does the story contain local colour (writing that focuses on the speech, dress, mannerisms, customs, etc. of a particular place)?

e) mood or atmosphere - What feeling is created at the beginning of the story? Is it bright and cheerful or dark and frightening?

PLOT -- The plot is how the author arranges events to develop his basic idea; It is the sequence of events in a story or play. The plot is a planned, logical series of events having a beginning, middle, and end. The short story usually has one plot so it can be read in one sitting. There are five essential parts of plot:

a) Introduction - The beginning of the story where the characters and the setting is revealed. b) Rising Action - This is where the events in the story become complicated and the conflict in the story is revealed (events between the introduction and climax).

c) Climax - This is the highest point of interest and the turning point of the story. The reader wonders what will happen next; will the conflict be resolved or not?

d) Falling action - The events and complications begin to resolve themselves. The reader knows what has happened next and if the conflict was resolved or not (events between climax and denouement).

e) Denouement - This is the final outcome or untangling of events in the story.

It is helpful to consider climax as a three-fold phenomenon: 1) the main character receives new information 2) accepts this information (realizes it but does not necessarily agree with it) 3) acts on this information (makes a choice that will determine whether or not he/she gains his objective).

CONFLICT-- Conflict is essential to plot. Without conflict there is no plot. It is the opposition of forces which ties one incident to another and makes the plot move. Conflict is not merely limited to open arguments, rather it is any form of opposition that faces the main character. Within a short story there may be only one central struggle, or there may be one dominant struggle with many minor ones.

There are two types of conflict:

1) External - A struggle with a force outside one's self.

2) Internal - A struggle within one's self; a person must make some decision, overcome pain, quiet their temper, resist an urge, etc. There are four kinds of conflict:

1) Man vs. Man (physical) - The leading character struggles with his physical strength against other men, forces of nature, or animals.

2) Man vs. Circumstances (classical) - The leading character struggles against fate, or the circumstances of life facing him/her.

3) Man vs. Society (social) - The leading character struggles against ideas, practices, or customs of other people.

4) Man vs. Himself/Herself (psychological) - The leading character struggles with himself/herself; with his/her own soul, ideas of right or wrong, physical limitations, choices, etc.

CHARACTER -- There are two meanings for the word character:

1) The person in a work of fiction.

2) The characteristics of a person.

Persons in a work of fiction - Antagonist and Protagonist

Short stories use few characters. One character is clearly central to the story with all major events having some importance to this character - he/she is the PROTAGONIST. The opposer of the main character is called the ANTAGONIST.

The Characteristics of a Person -

In order for a story to seem real to the reader its characters must seem real. Characterization is the information the author gives the reader about the characters themselves. The author may reveal a character in several ways:

a) his/her physical appearance

b) what he/she says, thinks, feels and dreams

c) what he/she does or does not do

d) what others say about him/her and how others react to him/her

Characters are convincing if they are: consistent, motivated, and life-like (resemble real people)

Characters are...

1. Individual - round, many sided and complex personalities.

2. Developing - dynamic, many sided personalities that change, for better or worse, by the end of the story.

3. Static - Stereotype, have one or two characteristics that never change and are emphasized e.g. brilliant detective, drunk, scrooge, cruel stepmother, etc.

POINT OF VIEW

Point of view, or p.o.v., is defined as the angle from which the story is told.

1. Innocent Eye - The story is told through the eyes of a child (his/her judgment being different from that of an adult) .

2. Stream of Consciousness - The story is told so that the reader feels as if they are inside the head of one character and knows all their thoughts and reactions.

3. First Person - The story is told by the protagonist or one of the characters who interacts closely with the protagonist or other characters (using pronouns I, me, we, etc). The reader sees the story through this person's eyes as he/she experiences it and only knows what he/she knows or feels.

4. Omniscient- The author can narrate the story using the omniscient point of view. He can move from character to character, event to event, having free access to the thoughts, feelings and motivations of his characters and he introduces information where and when he chooses. There are two main types of omniscient point of view:

a) Omniscient Limited - The author tells the story in third person (using pronouns they, she, he, it, etc). We know only what the character knows and what the author allows him/her to tell us. We can see the thoughts and feelings of characters if the author chooses to reveal them to us.

b) Omniscient Objective – The author tells the story in the third person. It appears as though a camera is following the characters, going anywhere, and recording only what is seen and heard. There is no comment on the characters or their thoughts. No interpretations are offered. The reader is placed in the position of spectator without the author there to explain. The reader has to interpret events on his own.

THEME -- The theme in a piece of fiction is its controlling idea or its central insight. It is the author's underlying meaning or main idea that he is trying to convey. The theme may be the author's thoughts about a topic or view of human nature. The title of the short story usually points to what the writer is saying and he may use various figures of speech to emphasize his theme, such as: symbol, allusion, simile, metaphor, hyperbole, or irony.

Some simple examples of common themes from literature, TV, and film are:

- Love is blind

- Believe in yourself

- People are afraid of change

- Don't judge a book by its cover

Oxymoron

Though many of us are not quite familiar with the meaning of the word 'oxymoron', we do use them in our day-to-day conversations. Going through the compilation of oxymoron examples given below will make the concept much more clearly for you.

Pretty ugly, passive aggression, alone together....... the list of oxymoron examples we use in our daily conversation is pretty long. Sometimes we do it by mistake, and sometimes we do it to add satire to our conversation. Irrespective of why we do it or how it happens, these oxymorons do add humor even to the most serious or dull conversations.

Oxymoron Definition

In English Language, oxymoron is basically a figure of speech which brings two contradictory terms together. The word oxymoron is derived from Ancient Greek words oxus, meaning sharp, and moros, meaning dull. This may include an adjective-noun combination or a noun-verb combination, the former being much more common. At times oxymorons are created inadvertently as a result of errors in conversation, at times they are used as puns in speech, and at times they are used as paradoxes to highlight a contradiction. Some such oxymoron examples are given below.

Examples of inadvertent oxymoron: Original secret, extremely average, etc.
Examples of oxymoron as puns: Open secret, deliberate mistake, etc.
Examples of oxymoron as paradoxes: Serious joke, deafening silence, etc.

Signalling emotions

Use appropriate punctuation marks to express anger, sadness, wonder and more in writing.

WHEN speaking, one’s facial expressions and the tone and volume of voice serve to express emotions. In written text, marks and signs serve this purpose, making punctuation marks a useful tool for building a quality textual structure.

Exclamation mark

An exclamation mark is used after words, phrases and sentences that are grammatical exclamations in that a special emphasis or emotion is intended when they are expressed. An exclamation mark is followed by a capital letter except when it is used to end a quotation as in (d). For example:

(a) Help! My pet cat is stuck in the tree.

(b) Good heavens! Is that the time?

(d) “What an amazing place!” cried the excited student as she entered the museum.

Inverted commas

Inverted commas or quotation marks are used to indicate the actual words spoken in direct speech and for quotations. Either single or double marks may be used but modern usage tends to favour single marks, unless one piece of direct speech or a quotation occurs inside another as shown in (b) and (c).

(a) ‘As it is still raining,’ the tour guide said, ‘we shall wait awhile before we leave.’

(b) ‘We shall now sing “Advance Australia Fair”,’ announced the choir conductor.

In handwritten material, as it is difficult to italicise, inverted commas can be used to distinguish the names of books, poems, plays, songs, paintings, houses, properties, restaurants, ships, as well as foreign, slang and other highlighted expressions. For example:

(a) Have you read ‘The Tale Of Two Cities’?

(b) You may have to ‘cop’ a lot more criticism before the course is finished.

It is important to remember that inverted commas and quotation marks enclose the actual words spoken or quoted.

This includes all the punctuation marks – commas, semicolons, question marks, and so on – associated with the text.

(a) ‘Early in the morning, we are leaving for Cairns for a holiday,’ Mr O’Brien said.

(b) ‘Early in the morning,’ Mr O’Brien said, ‘we are leaving for Cairns for a holiday.’

Parenthesis or brackets

A parenthesis is a word, clause or sentence inserted into a passage as an ‘aside’ that enhances the statement but which is not grammatically essential. The parenthesis can be enclosed by commas, dashes or brackets, both rounded and square. For example:

(a) It was, as I warned everyone, a hard fought match.

(b) The Murphy family (including the grandparents) is coming to visit us.

(c) All the team (as well as their coach [Tony Ashton] and club committee members) will spend a week at the Gold Coast (Palm Beach) after the National Games.

(d) A cheque for $50 (fifty dollars) will be sent to you as a full refund.

(e) In the Exercises (see Page 123) there are some typing errors.

(f) Can you explain to me - as I would really like to know - why the shops are closed?

The contest in brief:

This challenge is open to Malaysian citizens from Year 1 - Year 6 (Category 1 - Primary Level) and Form 1 - Form 5 (Category 2 - Secondary Level) who are enrolled in national, national-type and private schools using the Malaysian national education system.
Participation is open to individuals but each school is allowed a maximum of ten (10) participants only.
Only two hundred and forty (240) participants from each state will be accepted in each category. Entry will be on a first-come, first-served basis.
Each participant must fully complete the original entry form published in the New Straits Times. Incomplete and illegible forms will not be entertained. Photocopied forms will not be accepted.
The entry form must be faxed to SIR Registration Secretariat, The New Straits Times Press (M) Bhd at 03-2284 0386 no later than March 31, 2011 Entries will not be accepted after the deadline.
Each participant must be accompanied by an adult (18 years and above) who are required to stay with the participant until the end of the challenge duration.
The reference texts for the challenge shall be the Oxford Advanced Learner's Dictionary 7th Edition, Collins Cobuild Advanced Learner's English Dictionary New Edition, Cambridge Advanced Learner's Dictionary Third Edition, Merriam-Webster Online, Dictionary.com and MSN Encarta.

Petrosains Science Show Competition 2011

RULES

1. This competition is open to all schools in Malaysia.

2. This competition is divided into 2 categories:

a. lower secondary category : open to students of form 1, 2 & 3 only.

b. higher secondary category: open to students of form 4 & 5 only.

3. Participation is by teams, comprising of 2 students and one teacher.

4. The maximum participation is 3 teams for each category, from each school.

5. The presentation must adhere to the science education syllabus (physics/chemistry/etc.) of Malaysian schools.

6. The presentation script should be prepared either in Bahasa Melayu or English.

7. The presentation script should be of original work. It should be typed out in the following format:

FONT: ARIAL

SIZE: 12

SPACING: DOUBLE SPACING

8. The Science Show duration must not exceed 20 minutes.

9. The show’s script theme should be based on Science concepts. Participants are advised to not combine several Science topics in one presentation, for evaluation purposes.

10. Participants are not allowed to include sensitive issues such as religions, race, politics and sex in the presentation.

11. Participants should wear clothing that is neat, decent and appropriate. The wearing of costumes is subject to the creativity of each team and should not disrupt the presentation’s flow.

12. Equipment/Experiment, etc.: Participants are not encouraged to conduct experiments and use materials/instruments that are dangerous and compromise safety.

13. Priority will be given to teams that utilise used-materials resources or practice the 3R Concept.

14. All applications sent are deemed as belonging to or the property of Petrosains including any intellectual ownership concerned.

TODAY’S WORD/EXPRESSION 2011

This is the new improvised language programme by the English Language Panel. The students are to learn a word or an expression a day. The words/expressions, meanings and sentences are put up on the special “Today’s Word/Expression” Board. The coordinator will slot in the words/expressions, meaning and sentences daily for the respective month. The students will write these words/expressions, meanings and sentences into an exercise book daily. 10% of the monthly test mark is allocated for this programme.

There will also be a supplementary programme coordinated by the ‘Bahasa Melayu’ and Chinese Language Society which provides the translations and meanings of the English expressions and words of the day.

The Mag Inc 2011 nationwide mini magazine competition is launched with excitement, anticipation, and pizzas!

CLAD in neatly pressed school blazers and a Powerpoint presentation in hand, five teenagers from SMK Bukit Mewah, Seremban, took to the stage to share their experience from their recent trip to Siem Reap, Cambodia.

The memorable four day-three night trip was the coveted prize for the champions for the lower secondary category of last year’s The Star-Pizza Hut Newspaper-in-Education (NiE) contest.

Team members Amelia Kwan Su Yin, Alyssa Neesha Yau Swee Lynn, Stephany Michelle Rajasingam, Stephanie Liew San San and John Lee Yong Xian impressed judges at the Mag Inc 2010 contest themed “A Better Life” with their entry titled S.H.A.R.E. The entry stressed the importance of doing charity work and voluntary services for the needy.

Putting those words into action, the team told the audience that their visit to the Little Angels orphanage was the highlight of their experience there, while showing photographs of their trip.

Although they were initially very excited at the thought of their impending trip to Cambodia, the altruistic youngsters wanted to do something more.

That was how the idea of visiting and donating items at a local orphanage was mooted. They went to great lengths, from doing household chores to participating in a church charity drive, to raise money to buy the items.

When asked what they remembered most about the trip, Stephany said she would never forget the state of poverty that the Cambodian people had to live with every day. However, she was quick to add that despite this, they were warm and friendly.

Alyssa too said that she had a wonderful experience in Cambodia.

Speaking about a wheelchair-bound orphan who was almost her age, Alyssa said, “It was extremely disheartening to see him struggling.”

Such encounters, she said, reminded her to count her blessings time and time again.

For team member John, it was seeing the floating markets and floating basketball courts on Tonle Sap Lake which was an “out of this world” experience for him.

Learning the fun way

At the launch of Mag Inc 2011 themed “Speak Out!” held at the Pizza Hut restaurant in Kota Damansara, Petaling Jaya, Deputy Education Minister Datuk Dr Wee Ka Siong who officiated the event said, “By learning to express their opinions and ideas objectively, students develop critical thinking skills.”

During the event, Dr Wee who tweets as weekasiongmp, said: “At the launch of Mag Inc 2011, a project jointly organised by The Star and Pizza Hut. Last year, 122,000 from 428 schools participated in this contest. Well done.”

QSR Brands Bhd managing director Jamaludin Md Ali said he hoped to see more schools participating in the contest this year.

“This year we hope to see participation from over 500 schools. This contest is a fun and stimulating way to learn English, and of course, there are always attractive prizes to be won.”

He added that apart from honing their writing skills, the competition can help students learn how to work as a team, and form better relationships among their peers.

Increasing their scholarship prizes this year for the upper-secondary category champions, Taylor’s Education Group corporate marketing chief marketing officer Lydia Wang said that the quality of entries last year were very impressive.

“The students demonstrated passion in their work and in what they believe in, and this is something that is very important and close to us at Taylor’s, as we are always working closely with the youth and youth development,” she said.

Winners of the upper-secondary category will receive scholarships of RM150,000 for Foundation, Diploma and Degree courses from Taylor’s University or scholarships of RM100,000 for Pre-University studies from Taylor’s College.

Education Ministry Co-curriculum and Arts Division principal assistant director Roslina Mohd Roslin, who was one of the judges for last year’s contest, said that she was very impressed by the standard of entries.

“There were a lot more entries last year compared to the year before that, and I think with stiff competition, we get the best crop.”

She added that the judges looked for a creative entry, and one that displayed maturity of thought.

“This is one way we can look into the minds of teenagers, and how they view issues that are so relevant to us today,” she said.

Taylor’s University School of Communication dean Josephine Tan, who has been on the panel of judges for the past two years, said “Speak Out!” would give a voice to the younger generation who were already making their thoughts and opinions heard through new media and social networking.

“The difference here is that they have the opportunity to reach a larger audience, rather than confine themselves to a circle of friends, like on Facebook.”

English Drama Challenge

On October 10 our school took part in the English Drama Challenge 2009, co-organised by the Kuantan District Education Office with BASF PETRONAS Chemicals. The competition, themed "One Malaysia" was held in the RTM Auditorium near here. Ten schools participated in the contest.

SMK St. Thomas won the first prize followed by SMK Sultan Abu Bakar and the third placing was SM Sains Sultan Ahmad Shah. Our school participants were from the Form 1K11 class. We managed to get a consolation prize worth RM 100. It was indeed an experience and eye-opener for our young participants.

A Patriotic Poem Recital

On 16 September 2009, our school celebrated the 52nd National Day. In the evening, the students gathered at the hall to commemorate the event. The English Panel prepared some students from 1K12 and 2K13 to recite a patriotic poem, A Piece of Paper (see below). Three students recited the poem and a few others (at the background) constructed the national flag, Jalur Gemilang, while they were reciting.

I took a piece of paper
It was white...
White - reflecting the purity
Deep within our hearts,
The heart of each and every Malaysian

In one corner, I drew a rectangle
And then, I coloured it blue
'Cause blue symbolises dignity
And it was with dignity that Malaysia broke
away
From the clutches of colonialism

Next, in the rectangle, I included a new moon
A crescent representing the National religion,
Islam
And also to signify light and hope
Light for all Malaysians, whatever colour or

The idiosyncrasies of the English Language

According to The Cambridge Advanced Learner's dictionary, the word idiosyncrasy(n) [usually plural] means a strange or unusual habit, way of behaving or feature that someone or something has. Simon Ager, a native English-speaker and language enthusiast, wrote about the aspects of English that can easily confuse foreign learners. According to him, English is a language full of traps for learners. As an example when you think how to pronounce a particular letter or combination of letters, you will then come across an exception or three. You might think you know what a particular word means, but will then see it has other meanings. He added that English spelling isn’t as irregular as it appears; in fact the majority of words are spelled in a more or less predictable way. The trouble is that some sounds can be written in a variety of ways, and that some letters, especially the vowels, have numerous possible pronunciations. (This view was written by Simon Ager from the website http://www.cactuslanguagetraining.com) I’m sure you have come across these idiosyncrasies and also many others. BookFest@Malaysia 2009, organised by Popular Book Company (M) Sdn Bhd, is back this year; its theme this time around is “Reading is Inspiring”.
BookFest@Malaysia 2009, held at the Kuala Lumpur Convention Centre as before, will have 509 exhibition booths with 275 exhibitors this time. Exhibitors comprise local and international publishers, and distributors of CDs, multimedia items, stationery, stamps and collectibles, and educational tools and toys.

One thing that previous fest visitors might notice is the different division of space: more space has been allocated to the English and Malay sections this year, which together make up 45% of the total space. The remaining space will be occupied by exhibitors with Chinese language merchandise.

BookFest@Malaysia 2009 will be held from Aug 22 to 31 at the Kuala Lumpur Convention Centre from 10am to 10pm daily. Entry tickets can be purchased at any Popular Bookstore outlet or at the fest entrance. Tickets are RM2 for one entry or RM10 for multiple entries over the 10 days. NST- NIE Creative Writing Workshop

On 7 July 2009, four Form 4 students attended the NST-NIE Creative Writing workshop accompanied by their teacher,Mr. Tan Kia Leng. It was held at SMK Sungai Soi, Kuantan. They were among the 180 secondary school students in the Kuantan district who participated in the workshop organised by NST.

The students worked in groups and did a number of exercises such as mind-mapping, writing picture captions, writing reviews and also opinions using materials from the NST and Niexter. At the end of the day, the students received a lot pointers on creative writing and they also enjoyed themselves tremendously. They even gave the workshop the thumbs up.

Finally the NST-NIE coordinator, SameerAhmad also encouraged the students to visit Niexter, a website introduced by NST-NIE early this year for students. The exercises in Niexter would be able to help students to improve on their writing skils.

Incentive for elite English teachers who serve in rural areas

SEREMBAN: The government is considering a special incentive for English language teachers in the 'excellent' category if they agree to serve in the rural areas.

Deputy Education Minister Tan Sri Muhyiddin Yassin said even now, English language teachers were given an allowance but the special incentive would be for a different category of teachers.

The deputy prime minister said there were problems with the ministry's transfer policy due to several factors, so it wanted to provide incentives like living quarters.

"There are teachers who are interested and willing to sacrifice (by teaching in the rural areas," he added after opening the delegates' conference and annual general meeting of the Malaysian School Heads Council, here, today.

He said this time the government wanted to send out the best teachers to the rural and remote areas based on an existing programme in Australia known as "Teach Australia", where the teachers there responded to the challenge and given a special incentive to teach in Australia's remote or interior areas.

Muhyiddin said the ministry would also ensure comfortable living for teachers willing to be transferred to the rural areas so that they would stay on for as long as possible.

"We will select those who are really qualified. They should be in Band 5. Right now most are in Band 2 and 3. The excellent ones make up only eight per cent," he said.

Muhyiddin stressed that the country needed to produce high quality English language teachers and towards this, various programmes were being implemented and changes made.

The ministry requires about 13,000 trained teachers in the English language to be sent to the rural areas by 2012 when the strategies to improve the standard of English would be implemented.

"This will take time, so we have decided to get the resources from the teacher training institutes, English language graduands from the public and private higher learning institutions and retired teachers. We may also bring in 1,000 foreign teachers as master teachers to guide our teachers," Muhyiddin said.

For the students, he said, there would be new language laboratories using the best computer software to help them become proficient in the English language. - Bernama

No hasty decisions on English

KUALA LUMPUR: Education director-general Tan Sri Alimuddin Mohd Dom said yesterday the ministry would discuss the hours needed for English language with experts from local universities, education stakeholders and parents.

"We have ample time to deliberate on the matter and will not be making any hasty decisions," he said after launching a seminar on the teaching profession here.

Organised by the National Union of the Teaching Profession in collaboration with the education ministry, the two-day seminar aims to guide teachers on their career path.

Alimuddin said the proposal by the ministry to reduce the time for the teaching of Music, Science and Physical Education to make way for the learning of English language was only a proposal and no final decision had been made.

The time allotted for English lessons has been increased from 240 minutes to 300 minutes weekly at the primary level and to 330 minutes at the secondary level.

Meanwhile, he said five institutes of teacher education had been identified to train English language teachers. They will use English as the medium of instruction.

3rd Panel Meeting

The 3rd Panel meeting was held today from 12.45-2.00 pm at the Computer Lab. Though there were a number of absentees (with valid reasons), it was a fruitful session. Among the items discussed were the analyses of the English Mid-Year Examinations and strategies to improve the results. The panel also decided on the implementation of a new programme to encourage and motivate the students to read more. In addition, updates on the British Council Connecting Classrooms Project were provided. The minutes of the meeting will be emailed to all panel members in due course.

PUTRAJAYA: Science and Mathematics will be taught in Bahasa Malaysia and vernacular languages, in stages, from 2012.

At the same time, bold and decisive measures will be put in place to strengthen the teaching of English at all levels of education — primary, secondary and matriculation.

Deputy Prime Minister Tan Sri Muhyiddin Yassin, who is also education minister, announced the decision to revert to Bahasa Malaysia for the teaching and learning of the two subjects.

The decision is in line with the ministry’s “Memartabatkan Bahasa Melayu, Memantapkan Bahasa Inggeris — New Deal for the Malaysian Education System” strategic move.

The teaching and learning of Science and Mathematics in English or PPSMI (Pengajaran dan Pembelajaran Sains dan Matematik dalam Bahasa Inggeris) was introduced by former prime minister Tun Dr Mahathir Mohamad in 2003.

Muhyiddin said that with yesterday’s decision, the government was actually offering a new approach in the teaching of Science, Mathematics and English.

“The government believes that with this approach we will be able to empower Bahasa Malaysia and strengthen English, and at the same time enhance the capabilities of students to master science and technology which are vital for the future of the country,” he said at the ministry yesterday.

Muhyiddin said the policy would be implemented in stages for Year One, Year Four and Form One.

The changes, however, will not involve Form Six and matriculation. Muhyiddin said to ensure that achievements of students now learning the two subjects in English were not affected, the teaching and examination for the two subjects would continue to be conducted in Bahasa Malaysia and English until the last PPSMI group ended in 2014.

He stressed that the decision was made after studies by the ministry and independent bodies since the introduction of the policy.

“Studies revealed that PPSMI was never ever fully implemented as envisioned. Teachers were teaching the two subjects in both Bahasa Malaysia and English.”

Observation and monitoring by the ministry last year revealed that only a small number of teachers used English to teach the two subjects.

Reading from a statement, Muhyiddin detailed the new deal which would see an increase of 13,933 English language teachers. There are now 31,893 English teachers nationwide.

The measures are:

• Establishing more “contact time” between teachers and students. Grade DG 41 English assistant teachers will be in charge of Year One and Two classes with more than 35 pupils.

• Increasing English language hours by 90 minutes for Level One (Year One to Three) and Level Two ( Year Four to Six) for national primary schools, from the present 240 minutes to 330 minutes, and 210 minutes to 300 minutes a week respectively.

• Increasing English hours for Sekolah Rendah Jenis Kebangsaan Cina/Tamil (Level One) by 100 per cent, from 60 to 120 minutes and 30 more minutes for Level Two, from 90 to 120 minutes per week.

• Increasing English hours for Form One to Form Six by 80 minutes, from 200 to 280 minutes a week.

• Increasing English hours for Malaysian University English Test for Form Six by 80 minutes, from 320 to 400 minutes a week.

• English hours for matriculation students will be increased by 100 per cent, from three to six hours a week.

• English Children Contemporary Literature programme will be introduced to Level 2 primary students to instil reading interest.

• English language laboratories will be set up in schools to facilitate the learning of English more effectively.

• Information technology will be utilised in the teaching and learning of English via suitable computer software.

• Grammar will be given emphasis in the teaching and learning of English.

• To expose students to Science and Technology terms in English, the elements will be incorporated in the teaching and learning of English. Muhyiddin said the percentage of students in urban schools who scored A, B and C in Science in Ujian Pencapaian Sekolah Rendah exam last year declined to 82.5 from 85.1 per cent in 2007.

For rural schools, the percentage dipped from 83.2 to 79.7 per cent. For Mathematics, the achievement of students in urban schools declined from 84.8 to 80.9 per cent, while in rural schools from 80.9 to 77 per cent.

“The achievement gap between urban and rural schools has widened due to PPSMI.”

Apart from monitoring by the ministry, the Trends Report in Mathematics and Science Study 2007 showed the position of Malaysian students in Science subject went down from the 20th place in 2003 to 20th in 2007.

For Mathematics, the position also dipped from 10th to 20th placing. Studies by local universities revealed that the level of English proficiency was nominal at less than three per cent since the implementation of the policy.

“Based on these observations, the government is confident that Science and Mathematics need to be taught in a language which can be easily understood by students, that is Bahasa Malaysia at national schools and Chinese and Tamil for vernacular schools.”
